Telephoto and Wide angle.?

Question:

Telephoto and Wide angle.?

I have a fujifilm finepix s700 (s5700), and it covers apprx. 38mm-380mm on a 10x zoom lens. I was wondering what my camera covered as far as telephoto and wide angle goes. I think that 38mm is just what the eye sees but I'm not really sure. So any help would be much appreciated.

Also, in my manual, it says that for the aperture, f3.5-f3.8 is wide angle, and f6.8-f13.5 is telephoto, but im not really sure about that.
