Has anyone here heard of a book that includes...?

There was this book @ a book store that I was visiting while I was on vacation, & I was really interested in it. But I had no money! Now I really need help finding it because I have no idea what the Title or the author of it is.
Please help!
What I remember from the back of the book is that it mentioned, more or less some kind of law saying that witches can't hurt ordinary citizens, while in turn ordinary citizens cant harm the witches. then it mentioned theat its too bad that the main character(the name escapes me) is not an ordinary citizen. that she has the power to shapeshift.
I also remember that there was the sequal to the book sitting right next to the afformentioned book and it mentioned warewolves and that the main character(same as the first book) lives next to a warewolf.
The last thing that I can remember that isn't going to be very helpful is that on both book there was a girl on the cover, the book was orange.
I really need 2 know the title of this book. If u do TY!
