He created the Tennessee Valley Authority, Social Security,new controls on banks and work relief programs like the CCC, which gave young men jobs building bridges and whatnot. The Americans were fearful because 13,000,000 people were unemployed and almost all had lost all of their money because what was put into banks was lost. Also there was a looming war. In Europe WWII had started. Roosevelt responded to the war by trying to remain nuetral but when Pearl Harbor was bombed by the Japanese in 1941 the US entered the war and the depression was over.
