Best Answer - Chosen by Asker: A similar deferment existed during the Civil War when you could escape service by paying for a replacemnet. It's not fair, and in practice just allowed wealthier people to keep their sons out of the army. No I don't think it was fair in anyway, at least you didn't run to Canada like a coward, good job.
