When he was born in 1807, Nice belonged to Napoloeon's French Empire, but for centuries before, and then again from the fall of Napoleon to 1859, Nice was the port for the duchy of Savoy, which was part of the Italian kingdom of Piedmont and Sardinia. Savoy was given to France in 1859 as payment for French support for Italian unification. This was always a sore point for Garibaldi.
