Can international norms be said to be universal or not?illustrate your answer?

Universal is something which remains constant not only in every region, but also every time period. Firstly, international is simply between several nations. By definition this does not mean global. Our relations with Canada and Mexico are considered to be international, however, they are confined to only North America. Secondly, International standards are still in the context of a historical time period. Take our own Western 21st century standards of beauty in women. We value tan, slender, large chested women. However, centuries ago in the Middle Ages, beautiful women were often considered to be plump and pale, a sign of their own economic and social prominence.

If something is to be universal, it will undoubtedly be international. However, international standards are not by definition destined to be universal.
