if I am writing a story, and it starts out with a person finding a diary of hers and reading it, then it ends with the person who read it talking, is the setting the place the story in the diary took place, or where whe found it?

The person finds a diary she wrote?
That might be good if she thought she destroyed it years earlier. She forgot why she burned it or whatever, so she reads it...
Don't get too tricky with your timelines, though. Spend more time where the story problem is solved.
