Can we make a rule?

chief ministers who has finished five years of there rule should be removed from the political life then only.every leaders who come to the same seat will have the fear of questining by the law . if they continue to rule more than that they try to make money for them self and for there family .how can we change this please send me some points we all can join to make agood thing .

I don't know what country you are from, but it sounds as if you need to enact a new law, not a rule. Most countries have a process that is laid out as to how to go about this. Try. Nothing ventured, nothing gained.
