Most craft glues are suitable. Elmer's, being water soluble may or may not hold up as well as Aleene's Tacky Glue. Mucilage was at one time a frequent choice, but is better for paper than fabric and sometimes hardens with a sharp edge which will weaken the area around the joint. There is also something which was (to my recollection) known as airplane dope, if it worked for the Wright brothers it should work on your kite. I'd avoid something like rubber cement which may unpredictably let go in a high wind. You might also experience this problem with some hot glues, although if you are proficient a glue gun makes thing go quickly.
