What does it mean to say that art should create static responses, not kinetic responses?

Supposedly kinetic means "desire or loathing" while a static resonse is "prolonged and dissolved by the rhythm of beauty:

In physics, kinetic motion is moving, and static is when you're at rest. My guess is it'd be better to have static art (you stay 'at rest', studying the piece and thinking about it) rather than kinetic art (something you breeze right over and are not impacted by; you just keep on moving).
