I think the correct answer is (A). Extremely rough paper is undesirable when using pastels because extremely rough surfaces makes it very hard to show detail. Some roughness can be good for producing texture in the picture, but extreme roughness is usually not very easy to draw on.

B) Tinted paper is not a problem.
C) Although pastels can be oil based, I think the phrase "Paper that's Canvas..." is talking about a strong, durable, woven type of paper...canvas paper, not canvas itself which is used for oil painting. Regular stretched canvas may be used with pastels, especially smooth canvas, or canvas where a base is first applied.
D) White paper is the most common medium used.

Even after blending colors with your finger, extremely rough surfaces do not allow the pastel to cover much except the high points of the surface. All the crevices or tiny indentations of the surface would remain without much color at all.
