How to know the difference between bad writers block, lacking inspiration or just hainvg no talent?

You can tell if it is writers block if, normally, you seem to wite a lot but then suddenly... you cant come up with any ideas. If you lack inspiration, then perhaps, you have some ideas but cant seem to be motivated to write them down. If you lack talent, then you probably never write very much at all and most people dont like what you have written. Hope this helps.
