Do you think that the gov. should raise driving age to 18? why?

I am writing a paper on this question and I need some help.

I am assuming that the question of raising the age for your paper has to do with the high incidence of teenage fatalities on the road. It's a tragic thing but I don't know if I necessarily agree that rasing the age to 18 is the solution.
It cannot hurt because it is ALL extra experience but I think that the only thing to give young drivers good experience in driving is driving alone. Raising the age to 18 would still leave the requirement of a licensed driver in the car which is another pair of eyes to watching the road. When that other pair of eyes is not there, the young driver must do it all on his own.
I think that driving alone is the only way to get good experience driving and in being the ONLY person responsible.
Also, I think before a teen gets his/her license and is allowed to drive, the parents need to take responsibility and think about whether or not their child is responsible/mature enough to handle driving. Had I not been responsible enough at 16, I know for a fact that my parents would have simply refused to allow me to drive.
Perhaps some of the problem with teens driving is that there are many people (usually other teens) in the car with them. In many fatal crashes we hear about, there are two or three other people in the car as well. The distractions are too many.
