Deviant Art is the first place that comes to mind (because one of my daughters has a number of her cartoons on the site.) It's an online community specifically for artists, illustrators, photographers, and others who produce graphic arts of pretty much any kind:

Flickr is a photo-sharing site where you can post images, send URLs, and view other peoples' posted photos -- it's mostly a photo site, but there's no reason you couldn't put up a photo (or scan) of your comics.

Those two are free. You can also, of course, pay a few bucks a month to have your own Web site, with your own URL, but Deviant Art is an entire, existing Web community where you'll find friends, associates, coaches, mentors, and companions interested in the same kind of things that you are.
