i assume you mean a non-profit organization which people can make tax-deductable donations to. if so, you need to come up with a mission statement, a director, a treasurer, a board of directors, etc, whatever the foundation and goal of your charity will be.
then, you need to go to the website for whatever state you live in to find out how to become incorporated as a business in that state (there should be a small fee). you'll need a good name, one that's not used by others and which you won't change your mind on later!
then you'll need to go to the irs website and get the application to become a tax-exempt 501(c)3 non-profit organization and complete and submit that. with that you'll get a tax id # which people will need when they make donations to you.
depending on how big you'll be, you'll need to solicit donations, perhaps write grants to foundations and corporations, that's a lot of web research to find the rigth places to request funding from.
you'll also need to open a bank account so you can hold the money under the charity's name and write checks to pay people and for supplies.
it's a lot of time, but totally do-able. just don't get scammed into paying some service to get you incorporation or 501(c)3 status, you can do that on your own! only go through official state and irs sites! good luck for your good acts!
