They are not now. They were then. There were many rich people to buy their art. And the artists all had schools, students, and studios where they learned from one another. Then other countries became more wealthy, and the Nederlanders settled down into mediocrity.

Only in the late 20th century have the Nederlanders awakened and become a great country again. Look for great things from the Netherlands in the near future!
