Bhikku refers to the first disciples of Buddha, his "12 apostles" if you will although there were more than that. It can also refer to the thoughts and morality espoused by these men.

Bodhisattva are people who have achieved the same enlightenment as Buddha, but who have postponed Nirvana to help others achieve enlightenment.

and if this wasn't really your wuestion, why did you bother to post it at all? As far as rules, what makes you believe that anything has actually set down rules?
