Deos any one know about railway regulator clocks (round ball type)?

i bought this round ball type clock 15 years ago its like a magnifying glass both sides with 17 jewels just wondered if any one knows much about them .it says railway regulator on the face

I collect clocks and watches and I have never heard of a railway regulator clock. Is there a makers name on it? Does it look old? What sort of movement has it? Can you look in the back? How large is it?
