Should the French government allow the Louvre to open a branch planned for Abu Dhabi?

One of the world's great treasure houses of art is concentrated at the Louvre in Paris. The curators want to build a branch in the Gulf. If this goes forward, where will it end? More branches all over the world? Should art be concentrated in one place where people from all over the world can come and enjoy it, while knowing that it receiving the best of care? Or should it be spread around so that people who may never visit Paris will have access to it? (A cynical note: How much has the immense wealth of the Gulf sheikdom influenced the choice of site? I don't see any plans to bring the art of the Louvre to, let's say, Haiti.)

The French Government are in debt , so they are trying to make deals to bring in Income.Abu Dhabi have the cash to build Museum , and they will pay the French Government for the loan of the art work. It's an other form of export.Also Abu Dhabi, are trying to prepare a tourist market when eventually the petrol runs out. I think it's beneficial for both countries.

Haiti doesn't have the public, the money or can provide the security to protect the works.
