They needed a person to see beyond because there had to be a giver and a reciever at all times!. Why!? Because in order for the utopia to stay perfect, they needed to know the mistakes of the past so they wouldn't repeat them!. The giver has wisdom, and passes it on the the receiver!. It would go on forever, so that the utopia could stay alive and perfect!.Www@QuestionHome@Com
