I was wondering when you should send it in to a publisher, like after three chapters, after you have finished the book, ect

After you finish and edit it within an inch of its life!. You don't want to send in a few chapters, get a nibble, tell them you haven't finished it, and loose the nibble forever (has happened to a lot of new writers)!. The rest of the work shuld be ready to send as soon as the agent or publisher asks for it (they may have an opening now for your type of work, not six or nine months from now when the market may have changed)!.

The agent or publisher might initially only want to see the first three chapters, but that doesn't mean the want the only three chapters that exist (I think this is what confuses some people)!. And they mean the first three, not any three (like sending chapters 1, 6, and 29 because "they're they best ones" is a common problem in the slush pile)!.
