Question: Can you identify this book for me!?

Okay!. I only have a few sketchy details here, but if anyone knows what I'm talking about, let me know!.

No idea as to the title of the novel, but the cover art is a beach scene, with I believe a starfish in the foreground!. The book is set in the future on and around this beach, with a technology kind of theme running through it!. It's an older teen/young adult book!.
