Find an agent first before you go after publishers!. Most publishers would not accept unsolicated manuscripts!. Try searching for an agent here: http://www!.litmatch!.net Go to the search for agents by using the Advanced Search and type what genre the book is in!.Www@QuestionHome@Com

First you contact publishers of children's picture books, send an outline of the story and a couple of sample pages!.
You'll find these publishers listed in Writers' Markets, which is in all public libraries!.
When you make your submission, be sure to include a stamped, self addressed envelope if you want a reply!. Www@QuestionHome@Com

Get a copy of the Writer's Market book, go to the section elaborating on submissions to agencies that will accept such genre, and follow their guidelines explicitly!.Www@QuestionHome@Com
