By following the first link under External Links at this entry at Wiki, the one to 'Karen Hesse's page,' I see that the story takes place 'on a small Vermont (New England) sheep farm' not far from the 'Cookshire nuclear power plant,' at which an accident causes radioactive fallout!.

No time is mentioned, though the book was published in 1994!.
