Question: Looking For a Children's Book I Read When I Was a Kid!?

I can't figure out the title of it!. Can you help!?

It was written in the late '70s!. It had this witch in it, and she had a skin complexion that looked like a bunch of tangled-up vines!. She was uuuUUU-gly!

I remember on one page she was chasing some kids and said, "I'll gobble you yet!"
