Jane and her twin Alec were children who the Volturi had their eye on, because they showed signs of a latent, special talents!. But the townspeople burned Jane and Alec at the stake, which rushed the Volturi's hand!. So they changed them!.

As a result of the flames, Jane's power is extraordinary, excruciating pain, kind of like the Cruciatus Curse in Harry Potter!. The pain mimics the pain Jane was in in the flames- it cause the person to feel as though they are burning!. The pain is illusory, so it's all in the victim's head!. Therefore, it doesn't affect Bella!. Jane merely looks at the person (smile optional) and they feel her power!.

Jane seems to take a pleasure in causing pain, hence the smile, but I don't think the smile is necessary for the power to be applied!.

Jane creates the illusion that you're being burned by fire, and it's so painful you can't do anything but writhe on the ground!.
