Does anyone know the name of this book?!?

Question: Does anyone know the name of this book!?!!?

Its a very short short book!. Probably about 100 pages!.
I remember its about the governement and how the whole book was written using "we" or "us" because in this book "I" didnt exist!. All the people were grouped together like this!.
Theres also lots of crossed out words in the book like footnotes!.
