No!.

As a rule, libraries acquire their books from bookstores and book vendors!. The stores and vendors agree with the publishers not to sell a book prior to an agreed-upon release date!. Since libraries don't get the book prior to the release date, there is no reason to hold it!.

The public's legal right to circulate library books is based upon the first sale doctrine of copyright law: as a matter of law, books can be traded, resold, or loaned as soon as they have been bought!.Www@QuestionHome@Com

Greetings! I think that each library system can set its own time frame, so I don't think there is a set rule for all!. Most of the ones that I have used holds a book for seven days before it is rotated to another person or back to the shelf!. The longest I have heard of was ten days!. Of course, it also depends on what exactly you are checking out!. It's all relative!.
