There are several ways:

(1) Offer everyone who participates a free digital TV!.
(2) Perform mass lobotomies and then order the "patients" to do as ye order them to do!.
(3) Go back in time to the days when book-burning was often the greatest of fashions!.

Of course, you would also have to determine how to arrange the books to be burned, the fuel needed to get them up to Fahrenheit 452 or so, etc!.
