You can evaluate photographs on multiple criteria!. I like to focus on CSE - Composition, Sharpness, and Exposure!.

First off, the idea of the photograph is good!.

It is strongest on exposure!. There is a pretty good range of tonal values from black to white, although there is room to pump up the contrast just a bit!.

The composition is interesting!. It would be stronger if the cat's head were a bit off-center to the right, and if you had caught both eyes!.

On the dimension of sharpness, you are right on the money when you talk about the blurriness of an action shot, but I think you are talking about the paw movement, which is the neatest aspect of this photograph!. Where you lose impact is that the face of the cat, especially the eyes, is not in focus!. A viewer's eye wants something to focus on!. In this case, it becomes the blade of grass rather than the cat!. Bottom line, something on your subject needs to be in focus, then the motion blur will be just that more effective!.

This is the real photographer's challenge, to learn to use your camera to catch the spontaneous moment (the art of photography) while also having technical high quality!. This takes patience and practice!.

From this photograph, it looks like you have the eye for a good start!.

I like the movement of the cat and love movement in a picture!.!.!. but find the static nature of the weeds distracting, maybe you could use slow shutter speed with your cat but try to use a neutral or lower key foreground/background combination

Yeah it's cool = D!. Most of the cat is focused, just the paw is blurry, so it shows that it's moving!.
