The "blur" effect you mean is called aerial perspective!. In watercolor it is achieved by painting with a cool light blue or green with indistinct or soft edges and reducing objects to simple shapes!. It is easy to do in watercolor simply by laying a dilute wash of color, adding water to the paint puddle for lighter effects!. In a landscape paintings, distant areas are cooler colors and near areas are warmer with more detail!.
Look at wetcanvas!.com, explore media, watercolor, learning zone, and search, "back grounds" or "aerial perspective"!.Www@QuestionHome@Com

A technique is to, actually start out with very refined and heavy outlines, and when your done, get a dry brush and brush and smooth it into each other to blend and look blurred!.

The great thing about this is that it can be used for only parts of the painting so it gives more depth and effect!.

And if youd like to know how I know this technique, it was a painting technique used mainly for the classical era of painting!. (And oh, im a painter, haha)Www@QuestionHome@Com
