Open the photo in Photoshop!. Go to Image - Image Size!. In the dialog box, check RESAMPLE!. You do not state what resolution you need, so I will take a guess and say 72, since this sounds like you need this size for email / web use!. So put 72 in the resolution DPI box!. also be sure CONSTRAIN PROPORTIONS is checked or your photo will distort!. Then enter the 600 pixel size in the size box of your longest side!. The corresponding size will change automatically!. Click ok to make the size change!. Do a Save As!. When asked how to save the photo, choose JPEG!. You may have to play with the compression amount to arrive at 240 KB or less, but probably an amount of 7 will get you under the 240KB size and still give you decent quality!.

You can't have both the height and width 600 pixels as the pictures and sensor format are rectangular, so you might have 600x800 or 450x600 these are not very big pictures so the size limit shouldn't matter much!. If you want square then you will have to take 600x800 and then crop them square in software!. If your camera uses screen size references, like VGA or SVGA, then VGA is 640x480 and SVGA is 600x800, XGA is 1024x768

just take the photo and upload it to Photobucket!. (you will need to register first, its free) and click edit on the photo then it will go in editing mode!.

Then click on resize and you can get bigger or smaller pictures!
