There are a couple of ways to do this

The easiest is to 1) process some 35 mm film that has not been exposed 2) scan it to your computer and save it as an image file 3) using the layers tool in photoshop, combine it with any photo of your choice!.

Or in the darkroom, sandwich the same processed 35 mm film with a larger format negative and print it!.Www@QuestionHome@Com

It is not an effect achieved in photography!. It is simply a computer software effect, and that, contrary to what so many people think, is NOT photography!. There are lots of these type of film strip templates available in which you simply drop in photos in Photoshop!.
