Very possible once you know how to use the pen tool, gradients, selections and some of the basic brushes!. If you do your drawing, scan it and go over it with the pen tool it is very easy, though some artists can produce pictures purely in Photoshop!.

Basically you just need to become familiar with the pen and gradient tools!. Brushes are also very useful, and using layers is very helpful when you are looking to create cartoony effects in Photoshop (Illustrator is usually more suitable)!.
