Is it anime if an American or non-asian creates it?

Question: Is it anime if an American or non-asian creates it!?

I know anime is a japanese cartoon!.
But what if something was created by americans, hispanics, or black people that aren't asian!?
Would it still be considered anime!?

it has the same features such as big eyes, and fine lines!.
It doesn't matter who draws it!.

That's like saying:

Technically, it is not considered authentic anime if it isn't created in Japan!. If it is created elsewhere (America, for example) then it is an anime-styled cartoon!.

In other words,
Naruto = Anime
Avatar = Not Anime

However, many fans don't care and will say that even if it is created in America, it can be considered anime!. Some fans will snap at you if you say this, though!. It's all what you think, I guess!. Www@QuestionHome@Com

anime is the style in which it is drawn!.
it has nothing to do with you creates it!.
