First guess would be a military messenger service!. Can you post a picture!? Style of the wings can take us from Hermes to angels, sword tip up is active, down is passive (peaceful)!. Context would be important!. There is an armor museum in Worcester, MA, built around 1930 - if it were there, I'd say it was a purely decorative motif!.
