In Photoshop you can select various parts of the image with the Lasso Tool and feather the selection, then you can apply adjustment layers just to that part of the picture!. So you could select the 'hotspots' and apply a Levels layer to tone them down, conversely you can you can take darker areas and use a Levels or Curves layer to lighten and/or increase contrast, bringing out more detail!.

By evening out all the tonal values right across the image you get a more balanced picture with detail in the darks as well as the light areas!.

With B&W you can push this along way before the picture file starts to 'fall apart'!. Shooting in Raw and opening the image as a 16bit file increases the scope massively, you'll be surprised at what detail a camera can collect even in burnt out areas and pushed to black areas!.

If you look at the histogram of any master of B&W photography you'll find that there are no areas blown out to white and no parts of the picture totally pushed to black, all areas will be a mid grey all with detail!. B&W is all about detail!.

With this technique you can have a high key or dark brooding low key picture or, of course, both!.
