personally i think that's impossible, but easy to make better
when you draw the basic shape of the face, draw a line across the middle of the face!.!. then draw 5 little notches across-evenly
then draw the upper part of the eye, then the bottom!.!. don't forget the eyelid and the eyebrow!.!.!.

in any photoshop you will need to look at your tool bar and click on "view" then select "rulers" this will give you image measurements on the picture!.

Then you will need to click on the measurement bar on the top of the image and drag down to the level you would like your eyes to be at!.Www@QuestionHome@Com
