With your camera in the manual mode, move your shutter speed past the lowest timed shutter speed and the next one is "bulb"!. Bulb or timed exposures can only be achieved with the camera in the "M" mode!.

30" is a timed 30 second exposure!. For shooting highway lights, 30 seconds should be a good start!.

That information is in your cameras manualWww@QuestionHome@Com

Put your camera in manual mode only!. Turn the dial for the shutter speed one stop passed 30"!.!.!. the word 'bulb' should appear!.

fhotoface did give you the right instruction!.!.!. I checked to assure that with my D300!.!.!. your D40 should be the same!.

Street lighting!?!.!.!. autos driving by!?!.!.!. about f/4 or f/5!.6 will do fine with a longer exposure!.

Use a tripod unless you want the shaky hands effect (it's cool too)!.
