to design games from scratch my take a while to learn, there are many tools and programs for 3d design and engines for gaming, would still require personal programing input, you may even try 2d first to get ideas about the games layout,
~games like "Wolfenstein 3d" Duke Nukem, or even Sims, and Warcraft, require engine and those related sites would have all the pieces
