There are several ways to do it, but this is how I do it!.

Select Quick Mask mode!. Look under the two color swatches over in the tool bar!. The left rectangle is the "Edit in Quick Mask Mode"!. Hover your mouse over it and it will tell what it is!. Select this!.

Then press the letter B on your keyboard to get the brush tool!. Look up at the top of the screen at the brush dialog box!. Click on the downfacing arrow and in the box that opens set a hardness of 50%!. Then paint over the eyes!. You should see a light red as you paint!.

When you have both eyes painted, switch back to the standard edit mode!. You select that with the block at the left of the quick mask block!. Again, you can hover your mouse over the block, and it will say "Edit in Standard Mode"!.

When you are back in standard mode, you now have everything EXCEPT the eyes selected!. You MUST go up to the SELECT tab and choose INVERSE SELECTION!. This will give you a selection of the eyes!.

Then open the Hue / Saturation dialog!. Image - Adjustments - Hue Saturation!.

Check the box beside COLORIZE!.

You can then move the hue and saturation sliders to get the color and intensity of the eyes however you want it!. When you have them the way you want, click OK

Then deselect the selection!. SELECT - DESELECT

It is much easier than this sounds!. It is difficult to try to explain how to find and use tools in Photoshop!.

use the pencil tool and choose the color or for a more realistic looking color use the dropper tool to pick up a color from the pic then simply click on the center of each eye and add a little bit of a different color to add realismWww@QuestionHome@Com

I would use select the eyes with whatever tool!.!. Then go to Edit > Adjustments > Then change the hue!.!.
