Photoshop is not a monthly subscription its a program you buy and put on your computer!. You can get it from Adobe!.com or any software vendor CS3 depending on the version can be anywhere from around!. 500 to 1700 US dollars ( for Design Premium ) Photoshop elements has many of the commonly used functions and is all most recreational photographers need at under 100 US dollars!. Photoshop express is online but its in beta testing so right now its free!.
