The first picture is done using a slower shutter speed while focusing on the girl!. The warm tint to the picture can either be done in photo editing software or in a digital camera with a warmer Kelvin setting!.

The second picture is shot on a tripod with a very slow shutter speed!.

What happens is that the longer you leave your shutter open the longer the streaks will be from the moving objects!. And the inanimate objects will only remain crisp and clear by using a tripod!. Most people can not hold still longer enough to not get camera shake for 1/80th or 1/50th a second and this was taken with a shutter speed of over 1/4th a secondWww@QuestionHome@Com

They are both done using a slow shutter speed!. The first one is obviously done in a car, where the camera is held steady and the person held still, so the moving background outside the car appears blurred!. This was probably done at a shutter speed of no more than 1/2 a second!. The second one had the camera set up on a tripod or solid surface and the shutter speed was set from anywhere from 4 to 15 seconds!. Most point and shoot cameras will let you control the shutter speed, in a manual mode or in the menu!.
Hope I helped, these other people have no idea!.Www@QuestionHome@Com

The first pic used to be made by processing film in the wrong developer,ie colour film in slide dev!.,or vice versa!.The effect is called cross-processing and can be done in any programme, such as Photoshop, elements does it!.
The second effect is achieved by mounting the camera on a tripod to hold it very still while an exposure of several seconds is made at night!.
Any camera that lets you choose the settings, either manually,or in a programme will do it!.Www@QuestionHome@Com
