looks like a vector!
you'll need either photoshop or illustrator to create it!.
what i would do to create something similar is -
*posterise the image
*use the pen tool to draw around each block coloured shape
*colour each layer
this kind of designing take hours if not day to create at a high standard

try google for 'vectorising'
