Question: Every time that i go somewhere i see this weird,random sign that's black and white with a man's face on it!.!?

The sign is black and white!.And it looks like a drawing of a man's face!. and he looks kinda evil in a way!. The sign is always on stop signs etc!. and on people's bumpers on their cars!. Can someone tell me what this means!. Or what it's called at least!?Www@QuestionHome@Com
