to design basic star burst, you can use illustrator to create circle and one triangle line, and replicate in clockwise direction from center,
or in photoshop there is brush stamp for pattern or you can draw vertical lines and distort polar-coordinates for round shape, then you would apply ripple filter effect,
~then you can select lines with wand, and apply stamps and colors or insert patterns of choice,
