Nothing complicated and you don't need 200 lines to describe this either!.
Open a new page with the same dimension as your pic!. Choose a black background!. Now, copy paste your image on it and resize it to whatever size you want the thickness of the border!.
The text is added at the end!. Again, open a blank page, use the script font or commercial script, and type in whatever you want!. Insert the copyright symbol from your font list!.
Now, copy and paste it to your original pick, shrink it to a small size, and move it on the black border on the lower right!.

To make the black border you can either decrease the size of the picture using "Edit>Transform>Scale" (hold Shift while shrinking it so your picture doesn't distort) then filling the layer beneath the one with the picture with black, or you can increase the canvas size, move the picture to a suitable place, and fill the layer underneath with black!.

To make it more vibrant looking, go to "Image>Adjustments" and play around with the "Brightness/Contrast" and the "Hue/Saturation"!. You could also duplicate the layer with the image, and make a "Blending Change" to the layer on top (select one of the options in the Layers window, it should say "Normal", change it to something like "Overlay" or "Multiply")Www@QuestionHome@Com

I prefer selective color for vibrancy as you can easily play with individual hues!.

It might take a while to load because it's a bit long!.

For borders I think the easiest way (and most accurate) is to take the canvas, create a layer from the background layer (just double click on the background layer), select that layer and apply a stroke in the filters area!. Set the stroke to the inside until you get the desire thickness!. Then in the layers area, right click on the stroke affect and choose create layer!. From there, you can delete the background layer since the stroke is a separate layer and you can put the photo underneath!.

Another option is to make the artwork, then flatten and crop to document area and apply the stroke to the artwork!. The way I mentioned first is the best since you don't need to crop!.Www@QuestionHome@Com
