Movement without motion?

Question: Movement without motion!?

I have to take a photo that shows movement without motion!. its for an advanced placement class!. i just don't know how to do it!. can someone just explain it to me and tell me what types of things would workWww@QuestionHome@Com

It sound like they want an illusion of motion but the main subject in sharp focus, If that is the case, use a just fast enough shutter speed to stop the motion while panning the camera so the back ground is blurred
