You can download PhotoFiltre for free:
http://photofiltre!.free!.fr/

Selective Coloring with Photo Filtre:

-File>Open
-Selection>Set Shape>Lasso
-Use the Lasso Tool to select the area you want to keep colored
by drawing around it!. Zoom in on area when doing this!.
-Selection>Invert
-Adjust>Hue/Saturation Move the saturation slider all the way to the left to -100%!.
This will make the rest of the picture black & white!.!.!.!.leaving the area you selected with
the lasso tool in color!.
-Section>Hide Selection!.

-If you need to touch up the edges of the colored area to blend in with the B&W
use the Smudge Tool on the "precise" setting!.!.!.keep opacity low, around 10-20!.
