That!? It looks like a faded picture!. In that case, if I am guessing correctly, decrease the saturation!.Www@QuestionHome@Com

The fog effect might be an overlay!. Create a color fill layer on top of the picture and use semi-opaque gray!. You might also increase the gamma a bit to fade the picture!.Www@QuestionHome@Com

Decrease the overall contrast!.
Maybe add a cooling photo filter!.Www@QuestionHome@Com
